fix: remove unsupported AMDGPU_TARGETS (gfx1200) for ROCm 6.1

ROCm 6.1's AMD clang 17 doesn't support gfx1200 (RDNA4). Use only targets supported by ROCm 6.1: gfx906, gfx908, gfx90a, gfx1030, gfx1100.
